A Royal Navy Mess plate, crossed flags design, number 3. 
WITH VISIBLE CRACK 
Dating between 1860-1880's, this is a young head pattern (Queen Victoria) with a centre piece of crossed British flags and the Naval ensign with crown and Mess number 3.
